I liked his last suggestion of replacing the phenolic washer with two Belleville washers on top. In my mind, the steel washers would present less resistance to rotation and they would take care of the slight misalignment between the flange and the strut. But, most importantly, I had the impression that the three-washer assembly under the flange was wider and would lower the fork further on the strut, distancing it from the slight bend underneath the flange that was causing the problem. So I decided to go with the modification seen here and measured the parts to see how much total space it would take. The results were 33/32” for the modified and 32/32” for the original setup. With regard to the separation between the flange and the fork, it would increase by 1/8”. This was the way to go.
